Our own federal government acknowledges that foster care systems are used extensively by human traffickers.  This might be part of the "mystery" of why foster kids research reports 70% of foster children are incarcerated with 3 years of aging out of the system and a like percentage of foster care females experience unwed motherhood in the same time frame.  Yet we continue to see young women and men jailed for prostitution while the men creating the market for these children's sexual slavery rarely get more than a slap on the wrist, if that.

Quote from USA Department of Justice Report this report:  "In the United States, traffickers prey upon children in the foster care system. Recent reports have consistently indicated that a large number of victims of child sex trafficking were at one time in the foster care system. "

YES, 115 million paid out because the department of corrections fostered a culture of illegal behavior by its administrators and staff: 

""A culture of workplace discrimination does not pop up overnight, but the current system makes it hard to track and then address these types of problems," Auditor Galloway said. "With proper tools in place, the state would have the ability to identify and intervene, instead of blindly shelling out millions in taxpayer dollars and allowing inappropriate conduct to continue."  Missouri State Auditor Galloway --- however she says it is the state legislature's job to fix the problems.  She reported "The audit also found payments out of the Legal Expense Fund were consistently higher than budgeted amounts. In fiscal year 2017, for example, the actual amount spent was more than $17 million higher than what was budgeted."
